A man leaving his workplace chooses a different route back home to avoid officers who roam a particular street.&lt;br /&gt;&lt;br /&gt;These and hundreds of thousands of other Americans in big cities have been stopped on the street by police using a law-enforcement practice called stop-and-frisk that alarms civil libertarians but is credited by authorities with helping reduce crime.&lt;br /&gt;&lt;br /&gt;Police in major U.S. cities stop and question more than a million people each year — a sharply higher number than just a few years ago. Most are black and Hispanic men. Many are frisked, and nearly all are innocent of any crime, according to figures gathered by The Associated Press.&lt;br /&gt;&lt;br /&gt;And the numbers are rising at the same time crime rates are dropping.&lt;br /&gt;&lt;br /&gt;Ronnie Carr's experience was typical: He was fumbling with his apartment door after school in Brooklyn when plainclothes officers flashed their badges.&lt;br /&gt;&lt;br /&gt;"What are you doing here?" one asked, as they rifled through his backpack and then his pockets. The black teenager stood there, quiet and nervous, and waited.&lt;br /&gt;&lt;br /&gt;Carr said the officers told him they stopped him because he looked suspicious peeking in the windows. He explained that he had lost his keys. Twenty minutes later, the officers left. Carr was not arrested or cited with any offense.&lt;br /&gt;&lt;br /&gt;"I felt bad, like I did something wrong," he said.&lt;br /&gt;&lt;br /&gt;Civil liberties groups say the practice is racist and fails to deter crime. Police departments maintain it is a necessary tool that turns up illegal weapons and drugs and prevents more serious crime.&lt;br /&gt;&lt;br /&gt;Police records indicate that officers are drawn to suspicious behavior: furtive movements, actions that indicate someone may be serving as a lookout, anything that suggests a drug deal, or a person carrying burglary tools such as a slim jim or pry bar.&lt;br /&gt;&lt;br /&gt;&lt;span style="font-style:italic;"&gt;The New York Police Department is among the most vocal defenders of the practice. Commissioner Raymond Kelly said recently that officers may stop as many as 600,000 people this year. About 10 percent are arrested.&lt;/span&gt;&lt;br /&gt;&lt;br /&gt;"This is a proven law enforcement tactic to fight and deter crime, one that is authorized by criminal procedure law," he said.&lt;br /&gt;&lt;br /&gt;The practice is perfectly legal. A 1968 Supreme Court decision established the benchmark of "reasonable suspicion" — a standard that is lower than the "probable cause" needed to justify an arrest.&lt;br /&gt;&lt;br /&gt;But in the mid-1990s, then-Mayor Rudy Giuliani and NYPD Commissioner William Bratton made stop-and-frisk an integral part of the city's law enforcement, relying on the "broken windows" theory that targeting low-level offenses helps prevent bigger ones.&lt;br /&gt;&lt;br /&gt;Street stops started to go up, and overall crime dropped dramatically in a once-dangerous city.&lt;br /&gt;&lt;br /&gt;Last year, New York police stopped 531,159 people, more than five times the number in 2002. Fifty-one percent of those stopped were black, 32 percent Hispanic and 11 percent white.&lt;br /&gt;&lt;br /&gt;Not all stops are the same. Some people are just stopped and questioned. Others have their bag or backpack searched. And sometimes police conduct a full pat-down.&lt;br /&gt;&lt;br /&gt;David Harris, a law professor at the University of Pittsburgh and an expert on street stops, said few searches yield weapons or drugs. And the more people are searched, the more innocent people are hassled.&lt;br /&gt;&lt;br /&gt;"The hit rate goes down because you're being less selective about how you're doing this. That has a cost. It's not free," Harris said.&lt;br /&gt;&lt;br /&gt;When officers make a stop, they are required to fill out a form, including the time and location of the stop and why police were suspicious. Age, race and whether the person was frisked are also recorded.&lt;br /&gt;&lt;br /&gt;In Philadelphia, stops nearly doubled to more than 200,000 from 2007 to 2008. Philadelphia Mayor Michael Nutter deployed an "aggressive" stop-and-frisk policy in the year since his election in November 2007 and overall crime has dropped.&lt;br /&gt;&lt;br /&gt;In Los Angeles, where Bratton recently stepped down as police commissioner, pedestrian stops have doubled in the past six years to 244,038 in 2008. The number of people stopped in cars is higher.&lt;br /&gt;&lt;br /&gt;About 15 percent of the stops resulted in arrests in 2002, compared with about 30 percent in 2008, according to an analysis of the data by Harvard University's Kennedy School of Government.&lt;br /&gt;&lt;br /&gt;Several other major police departments do not keep street-stop statistics or do not release them. Chicago police refused to release numbers to the AP. Boston police say they do not keep the records. The New Orleans department is not required to keep statistics on race and pedestrian stops.&lt;br /&gt;&lt;br /&gt;RAND, an independent research agency hired by the New York Police Department to analyze street-stop data in 2007 after public outcry, found little racial profiling. It said the raw statistics "distorted the magnitude and, at times, the existence of racially biased policing."&lt;br /&gt;&lt;br /&gt;The NYPD continues to monitor the issue, but after the RAND analysis, officials agreed that large-scale restructuring was unnecessary.&lt;br /&gt;&lt;br /&gt;Kelly has warned against more simplistic data reviews.&lt;br /&gt;&lt;br /&gt;&lt;span style="font-style:italic;"&gt;"There are 8.4 million people in New York City. That number swells to more than 10 million every work day. Police are responsible for more than 800,000 summonses and arrests annually based on the higher standard of probable cause," Kelly said.&lt;br /&gt;&lt;br /&gt;"Under the circumstances, it's not surprising that we make 500,000 or even 600,000 stops based on the less stringent standard of reasonable suspicion."&lt;/span&gt;&lt;br /&gt;&lt;br /&gt;Civil liberties groups also complain because New York police keep a database of everyone stopped — innocent or not. That makes them targets for future investigations, said Christopher Dunn, associate legal director of the New York Civil Liberties Union.&lt;br /&gt;&lt;br /&gt;Los Angeles was forced by federal mandate to release data on street stops — including the race of those stopped — starting in 2000 after a series of scandals. The city government promised to adopt scores of reform measures under federal court supervision.&lt;br /&gt;&lt;br /&gt;The LAPD was released from the federal decree in July, but a report last year by the ACLU in Southern California showed that blacks were still nearly three times more likely to be stopped by police than whites.&lt;br /&gt;&lt;br /&gt;"The initial defense was: 'Because we're over-policing higher crime neighborhoods, they're predominantly populated by people of color, and that's why,'" said Peter Bibring, an ACLU attorney in Los Angeles.&lt;br /&gt;&lt;br /&gt;But an analysis done for the ACLU in 2008 by Yale law professor Ian Ayres accounts for differences in crime rates and still shows minorities are stopped much more.&lt;br /&gt;&lt;br /&gt;Some people who are stopped file lawsuits against the city and speak out publicly. Most just accept it.&lt;br /&gt;&lt;br /&gt;In Harlem, George Lucas changed his route home from work to avoid a stretch of Seventh Avenue, because he kept being stopped by the police.&lt;br /&gt;&lt;br /&gt;"The inconvenience of walking out of my way still saves me the worry and frustration about being stopped," said Lucas, 28, director of a nonprofit.&lt;br /&gt;&lt;br /&gt;It's so common in some areas that community groups have begun offering classes on how to behave when stopped.&lt;br /&gt;&lt;br /&gt;Courtney Bennett of the nonprofit New York City Mission Society says he regularly hosts groups of 30 men, of all ages, who feel powerless because they are stopped routinely for what they say is no reason. Carr recently attended a similar meeting for teens at another nonprofit called The Door.&lt;br /&gt;&lt;br /&gt;Bennett is also a member of the Order of the Feather, a black fraternity that mentors young men and promotes community service. At a recent initiation ceremony in Harlem, it did not take long to find dozens of people who said they were stopped by police.&lt;br /&gt;&lt;br /&gt;"You see these guys? They're normal guys, you know? Regular dudes," said Paul Hawkins, 22. "They've all been affected by it somehow. They were stopped, or someone they knew, or their dad or whatever. There were even 11 shootings in the heart of the city.&lt;br /&gt;&lt;br /&gt;Opposition police spokesman Mike Gallacher said NSW was awash with handguns, which were being imported from overseas and then traded on Sydney streets.&lt;br /&gt;&lt;br /&gt;"Criminals are getting their hands on illegally imported firearms," he said last night.&lt;br /&gt;&lt;br /&gt;Start of sidebar. He told her to lie on her stomach.&lt;br /&gt;&lt;br /&gt;Tomosky, 23, who is seven months pregnant, got on top of her 5-year-old daughter, hoping that her body would stop the bullet.&lt;br /&gt;&lt;br /&gt;"I thought there was a good chance he was going to kill me," she said.&lt;br /&gt;&lt;br /&gt;The teenage gunman, identified by Upper Darby police as Nasir Cameron, didn't pull the trigger. He just wanted the family's flat-screen TV and all the cash in the house, police said.&lt;br /&gt;&lt;br /&gt;But Cameron and two alleged accomplices didn't get far. They were arrested following a foot pursuit after Tomosky used a cordless phone to call 9-1-1, and her sister ran to a neighbor's house for help while the home invasion was still under way.&lt;br /&gt;&lt;br /&gt;Police said that Cameron was being charged as an adult with robbery, assault and related offenses, along with John Wade and Keith Morris, both 22. Police said they broke into the Marshall Road home about 3 a.m., armed with a sawed-off shotgun, a handgun and a knife.&lt;br /&gt;&lt;br /&gt;All three are from Philadelphia.&lt;br /&gt;&lt;br /&gt;"These guys are like pack rats running around in a maze, looking to see who they can rip off, who they can hurt," said Upper Darby police Superintendent Michael Chitwood Sr. "These guys are dangerous, violent individuals."&lt;br /&gt;&lt;br /&gt;Morris has also been charged in Monday's home invasion on Kirks Lane, where he and three other men allegedly terrorized an 88-year-old man and 77-year-old woman and stole their BMW.&lt;br /&gt;&lt;br /&gt;"Apparently, what these guys are doing is patrolling the areas," Chitwood said. "They're looking to see who's got lights on early in the morning; they're staking out the houses to see the movement inside."&lt;br /&gt;&lt;br /&gt;Police believe that one or more of the men might be responsible for a series of home invasions in Delaware County and Northeast Philadelphia. Police were planning to search several Philadelphia locations late yesterday.&lt;br /&gt;&lt;br /&gt;Tomosky couldn't believe how young Cameron was when, she said, he woke her up and demanded money.&lt;br /&gt;&lt;br /&gt;"He looked like a baby, a little freakin' kid," she said. "It's pretty traumatizing. One must wonder who told them to do that????&lt;br /&gt;&lt;br /&gt;Once again, this validates my classifying "police-identified burglaries" as suspected "home invasions" if there are (1) pinpointed offense times or (2) they take place during peak "at home" hours.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;http://www.gazette.net/stories/09022009/olnenew231304_32521.shtml&lt;br /&gt;&lt;br /&gt;Wednesday, Sept. 2, 2009&lt;br /&gt;&lt;span style="font-weight:bold;"&gt;Man injured confronting burglars in his home&lt;/span&gt;&lt;br /&gt;Police say investigation continues&lt;br /&gt;by Terri Hogan | Staff Writer&lt;br /&gt;&lt;br /&gt;While the injuries Mike Bonhag sustained during a confrontation with five men who broke into his Olney Mill home have healed, his anger remains.&lt;br /&gt;&lt;br /&gt;Bonhag, 47, was awakened at 12:45 a.m. Aug. 3 by three loud booms coming from downstairs.&lt;br /&gt;&lt;br /&gt;Because all the lights were out, he knew his wife and three children were asleep. As he turned the corner and flipped on the light in the family room, he saw five men who had entered through a shattered sliding-glass door.&lt;br /&gt;&lt;br /&gt;"I yelled and they scrambled to get out, but I grabbed the last one," he said. "I wanted to hold on to him until the police got there, but the other four guys came back and started to kick and punch me, and he squirmed out of his shirt."&lt;br /&gt;&lt;br /&gt;Bonhag suffered cuts on his feet from the broken glass and needed stitches in his right hand and staples in his head. He also suffered minor cuts on the right side of his face.&lt;br /&gt;&lt;br /&gt;"They seemed scared," he said of the burglars. "When they saw me they were knocking each other down trying to get out the door."&lt;br /&gt;&lt;br /&gt;Police were able to get partial fingerprints and sent the T-shirt to a laboratory to check the DNA.&lt;br /&gt;&lt;br /&gt;Montgomery County Police crime analyst John Desoulis said police are still investigating and awaiting lab results.&lt;br /&gt;&lt;br /&gt;"That's a slow process and there is a big backlog," he said. "Unfortunately, burglaries are down pretty far on the list."&lt;br /&gt;&lt;br /&gt;Bonhag, who grew up in Ashton, has lived in the house on Falling Green Road for 19 years and said has never had any trouble before this incident.&lt;br /&gt;&lt;br /&gt;"We had our five cars plus a company car in the driveway, so I am still baffled why someone would try to break in," he said. "We had just got back from vacation, so maybe they had noticed that the lights had been out all week."&lt;br /&gt;&lt;br /&gt;Bonhag's home backs up to Olney Mill Park and is not particularly isolated.&lt;br /&gt;&lt;br /&gt;In talking to neighbors, Bonhag said he learned of another recent incident on a nearby street where burglars entered through a sliding-glass door, but no one was home at the time.&lt;br /&gt;&lt;br /&gt;Desoulis confirmed that there were two other incidents in Olney that same weekend where burglars entered homes through sliding-glass doors. In one case the homeowners were home and in the other no one was home.&lt;br /&gt;&lt;br /&gt;Those incidents, however, were not in Olney Mill, he said.&lt;br /&gt;&lt;br /&gt;"One was in the southwest quadrant of Olney and the other was in the southeast quadrant, so they're all pretty spread out," Desoulis said.&lt;br /&gt;&lt;br /&gt;That news is unsettling to some area residents, including Bonhag.&lt;br /&gt;&lt;br /&gt;"It's just disturbing, because Olney Mill is a nice neighborhood," he said.&lt;br /&gt;&lt;br /&gt;Since the incident, Bonhag now leaves outdoor lights on at night and has installed motion detector lights.&lt;br /&gt;&lt;br /&gt;Although the police classified the incident as a burglary, Bonhag said he considers it a home invasion.&lt;br /&gt;&lt;br /&gt;"They came in while we were home and invaded our house and our property," he said.&lt;br /&gt;&lt;br /&gt;Desoulis said the police consider a home invasion to be a robbery when the intruders force their way in past the homeowners and usually tie them up and rob them.&lt;br /&gt;&lt;br /&gt;"In this case, the suspects were on their way out when the homeowner tried to detain them," he said. "If he had not done that, it would be a straight-up burglary."&lt;br /&gt;&lt;br /&gt;Regardless of the label, Desoulis said police still consider it a serious crime.&lt;br /&gt;&lt;br /&gt;He advises homeowners to secure their doors and not to detain a burglar if faced with a similar situation.&lt;br /&gt;&lt;br /&gt;"These suspects were trying to get away, so we don't think their plan was to confront someone," he said. "No property was taken."&lt;br /&gt;&lt;br /&gt;Bonhag said that he would react the same way if faced with the situation again.&lt;br /&gt;&lt;br /&gt;"I would absolutely go after them again," he said. Autopsy results for her husband, Lothar Karl Schweder, 77, were not yet available, but Smith said it's likely he was also attacked by dogs because the scene was so grisly.&lt;br /&gt;&lt;br /&gt;Smith said officials were going to round up at least 11 dogs seen in the area where the couple's bodies were found Saturday morning by five passers-by.&lt;br /&gt;&lt;br /&gt;It wasn't immediately clear whether the mixed-breed dogs were feral or someone's pets. There had been no recent complaints about vicious dogs in the area, Smith said.&lt;br /&gt;&lt;br /&gt;Stephanie Shain, a spokeswoman for the Humane Society of the United States, said it was "uncommon" for people to be bitten to death by dogs, citing federal figures that the average number of fatal dog bites each year is 16.&lt;br /&gt;&lt;br /&gt;The bodies were found along a dirt road near the couple's home in Lexington and had been there for at least 24 hours before they were found, said Madison County Coroner James Mathews.&lt;br /&gt;&lt;br /&gt;A family friend told the Athens Banner-Herald that Lothar Karl Schweder was a retired professor who had taught German at the University of Georgia, which is about 20 miles away in Athens. German Department head Martin Kagel said it might be possible he worked there part time or more than 20 years ago.&lt;br /&gt;&lt;br /&gt;Sherry Schweder was a bibliographer at the university's library, where she had worked since 1974, selecting books and journals for the school's humanities collection, said librarian William Potter.&lt;br /&gt;&lt;br /&gt;"She was one of my favorite colleagues here," said Nan McMurry, Sherry Schweder's supervisor who had worked with her for about 20 years. "She was really a kind of quiet and self-effacing person, but she was one of the most intelligent and most well-educated people here."&lt;br /&gt;&lt;br /&gt;McMurry said Sherry Schweder had many dogs and cats, though authorities don't think her own animals attacked her.&lt;br /&gt;&lt;br /&gt;York Schweder, one of the couple's two sons, had left for Georgia after hearing about his parents' death, said his mother-in-law, Toni Mora, who answered the phone at his home in Hutchinson, Kan.
